President, IMS Worldwide, Inc. Mr. Curtis D. Spencer is the President of IMS Worldwide Inc., a Foreign-Trade Zone (FTZ) and Air-Industrial Park Consulting and Marketing Firm headquartered in Houston, Texas. IMS Worldwide provides FTZ consulting services, Homeland Security assessments and the development and marketing of logistics-related industrial parks. IMS Worldwide has completed over 175 FTZ projects in almost every state in the country, and is the leading FTZ consulting firm in the areas of Zone marketing, Zone growth and activating Zone Operators. Mr. Spencer was recently named to the Technology Task Force for the U.S. Treasury Department’s COAC Committee, Border Security Initiative, which helped U.S. Customs develop C-TPAT. He is also a member of the DOT Container Working Group, Best Practices Committee, which was formed to assist the TSA and the newly formed Department of Homeland Security develop policy for international security. IMS Worldwide is part of the Operation Safe Commerce Evaluation Team for the Seattle/Tacoma gateway load center. Mr. Spencer is a regular contributing author for the Journal of Commerce; Plants, Sites and Parks; Expansion Management, and other publications. He regularly speaks on panels, workshops and conferences on the subject of FTZ’s, Homeland Security, C-TPAT and other Customs and International Trade issues. He is a member of the National Association of Foreign-Trade Zones, NCSC, AAAE, FTA of Southern California and is ranked as a national speaker in the CLM’s Speaker’s Bank.
